RICHMOND, VA—The Confederate government admits the State of Kentucky, a shadow government run by secessionists, into the Confederacy. After failing to secure secession, Confederate supporters left the state government and established a second Kentucky government in Bowling Green, their state capital. 

WASHINGTON, DC—With a vote of 36 to 0, the United States Senate votes to expel Senator John Breckinridge of Kentucky. Breckinridge, the vice president under President Buchanan, had joined the Confederate Army after failing to peacefully resolve the Civil War. 

WASHINGTON, DC—President Lincoln directs General Henry Halleck of the Department of Missouri to deny a writ of habeas corpus when necessary. Lincoln had originally authorized generals to suspend the writ along the Eastern Seaboard, where there were greater threats of espionage and sedition.
