Both houses of Congress pass the Equal Rights Amendment, which would extend equal rights to peoples of all gender, and allow Congress to enforce that amendment. However, the amendment fell short of ratification as only 35 state legislatures approved the amendment. Despite several extensions passed by Congress, the amendment could not secure the approval of three more legislatures, and the amendment failed.
