WASHINGTON, DC—President Lincoln directs General Henry Halleck of the Department of Missouri to deny a writ of habeas corpus when necessary. Lincoln had originally authorized generals to suspend the writ along the Eastern Seaboard, where there were greater threats of espionage and sedition.
